This course will examine the multiple ways mandates can originate and distinguish between the variable legal underpinnings supporting them.  The significance of local laws, state statutes, federal statutes, administrative rules, the U.S. Constitution, case law and public opinion will be incorporated.  The course will utilize a lecture format and encourage student discussion. The instructor will not share personal views but strive to reflect on the diversity of opinion and, where appropriate, current legal principles.
